On October 20, 2026, President Trump signed into law the Clergy Act, which created a temporary Social Security and Medicare opt-in window for clergy who are opted out of the programs. The opt-in window will span the two taxable years starting in 2029 and 2030. The Senate passed the Clergy Act by unanimous consent on September 30. On April 27, the U.S. House of Representatives approved the bill by a vote of 350-5.
The Church Alliance prominently supported the Clergy Act for several years. In addition to writing letters to Clergy Act sponsors in the House and Senate, the Church Alliance published a leading opinion article about the Clergy Act, contributed comments about the importance of the bill for a news story that ran in The Sacramento Bee late last year, and transmitted 11 statements of member support for the Clergy Act to House and Senate lawmakers.
The Clergy Act requires the Internal Revenue Service and Social Security Administration to develop a plan for informing clergy about the opt-in opportunity within 90 days of the law going into effect.
